The core problem is that Windows has changed. The built-in IrDA driver stack that worked for many of these adapters in Windows 98, ME, 2000, and XP has been de-emphasized and, in some cases, is no longer included by default in modern operating systems like Windows 10 and 11. For instance, Windows 10 and 11 can include an IrDA feature, but it is not installed by default. On Windows 10 and 11, you can add IrDA support by going to Settings > System > Optional Features > Add a Feature and installing "IrDA Infrared".
